Who hasn't played the "I'll fix that later" game and lost? I did the exact same thing with a cracked latch on my bin, and mine wasn't even a storm, just a windy garbage day. My lid went rolling down the alley like a frisbee and I had to chase it in my slippers. Now I keep a heavy rock on top and check the latch every time I add scraps, which is my version of being handy. The bungee cord plus cinder block setup sounds about as storm proof as it gets, honestly.

Idk, I feel like the storm drain part is way worse than the leash snapping lol. At least a broken leash is just a thing that happens, but losing your handle down a drain? That's just the universe being mean for no reason.
