My worst performance review involved a parking lot and a stapler

Last month my boss wrote that I 'show questionable resource allocation' because I spent 20 minutes trying to unjam the office stapler instead of prepping the quarterly deck. Turns out the VP was watching from his car and thought I was hiding from a deadline. Has anyone else been judged on something completely unrelated to actual work?

Twenty minutes on a stapler is like the universal sign for "I'm avoiding work" to managers, but honestly that VP sounds like he needs a hobby. I had a boss once who judged my work ethic by how early my car was in the lot, not by anything I actually did.
