Cloudy finish appeared on my oak desk after varnishing

I applied varnish to an oak desk yesterday. Today it has a cloudy haze across the surface. What's the best way to remove haze without stripping the finish?

Remember when my dad tried to refinish an old kitchen chair? He got that same milky haze in the cracks, like it was filled with glue instead of poly. Was the varnish old or maybe the room was too humid? Sometimes you can buff it out with steel wool and a new coat.
