The checkout line math lie at Target in Austin

So I counted 14 people in the express lane with 11 items or less and 6 people waited behind me in the regular line. The express lane took 9 minutes longer because of one person with a price check and two with coupon drama. How is it that stores still call it express when they never enforce the item limit? Has anyone else timed these lines just to prove a point?
