Warning: Nobody wets their subgrade before a pour around here

I keep seeing guys dumping mix right onto bone dry dirt and then acting shocked when the slab cracks 3 weeks later. Dry ground pulls water straight out of the mix before it ever cures, and I watched it happen on a 12 yard driveway off Route 9 in Clifton last month. It matters because that slab was poured in June and the edges were already spiderwebbed by August. Does anyone else pre-soak their base, or am I the odd one out here?
