Warning: Our community's rain barrel program is causing drainage issues
The barrels overflow and make messy puddles. Any ideas to stop this but keep saving water?

Actually, that overflow water might be washing barrel gunk right into the storm drain.

Add an overflow pipe that runs from the barrel's top to a garden bed or gravel area. That way extra water gets used instead of making a mess.

Have you thought about mosquitoes breeding in that overflow pipe when it's not raining? leemorgan's idea is smart but maybe we need a screen or something on the end. Stagnant water in a pipe sounds like bug city to me.
