Burned $1,800 on a Google Ads agency in 3 months

Hired a local agency out of Portland because their pitch deck was slick. Paid $600 a month for setup plus ad spend. My cost per click went UP and we got zero sales off 2,400 clicks. Got a friend who runs a small bakery to look at the account, she found the targeting was set to national by accident. Now I just watch YouTube tutorials and do it myself. Has anyone else gotten burned by an agency that looked legit on paper?
