Unpopular opinion: my $180 grow light was worth every penny and my windowsill was never enough
Killed 3 rounds of basil and a jade plant on the north side of my place in Seattle before I finally caved and bought the light. Now everything is pushing new leaves, so what's the cheapest setup that actually worked for your indoor plants?
A $25 clamp lamp from Amazon with a $12 Sansi 24W bulb did more for my pothos and string of pearls than two years of the brightest window in my old place. The secret nobody tells you is distance, keep that bulb like 6 to 8 inches from the leaves or you get leggy growth that looks nothing like the pics. I grabbed a cheap mechanical timer too, 12 hours on, 12 off, and my plants stopped doing that sad stretch thing toward the glass. Total setup ran me under 40 bucks and it's still going strong after 18 months. You don't need the fancy panels unless you're doing peppers or something fruity.
