Desolation Wilderness permit crowds, 2019 vs now

I did the Desolation loop in the fall of 2019 and barely saw 5 other tents at Lake Aloha. Last August the same spot looked like a parking lot, maybe 40+ tents by 4pm. Is it just social media pushing everyone to the same 3 lakes, or are the rangers loosening the quotas?
