Stop painting over that fuzzy stuff on your bathroom ceiling

We hired a guy last spring to refresh our rental unit and he just rolled paint right over the mold spots on the ceiling. Three months later it's bleeding through again and the tenant is asking for a price cut. Has anyone else dealt with landlords skipping the kill spray before painting in ABQ?
