Why does everyone trust the factory glow plug readings over a real amp draw test?

Last month in Phoenix I watched two guys condemn a brand new set of 8 plugs because the ohms looked off, but when I threw my clamp meter on the harness and saw one pulling 3 amps while the others sat at 12, they still argued with the spec sheet, so which number actually tells you the truth about a failing plug?
