Is it rude to take up two seats on a nearly empty train?

I see it every morning on the Red Line in Chicago, someone sprawled across two seats while the car is maybe 20 percent full. Sure, it feels harmless until the next stop packs in 30 people and you have to awkwardly shuffle your bag. Does the empty-train rule change once the doors open, or are we just all too passive to say something?
